Summary This position is located at Hawaii Volcanoes National Park within the Office of the Superintendent. One position is available. A cost-of-living allowance (COLA) of 3.15% will be included in addition to your basic salary. Responsibilities Oversees a complex planning and compliance program under the direct supervision of the Park Superintendent. The incumbent works with division chiefs to develop planning and compliance requirements, prepares scopes of work for contracts and in-house services, recruits, trains, and supervises a subordinate staff of specialists and assistants, and evaluates and ensures all federal Undertakings are compliant with the National Environmental Policy Act (NEPA), National Historic Preservation Act (NHPA), and other legal and policy requirements. The incumbent oversees and coordinates park planning NEPA compliance processes for all operational and development planning in the park. Incumbent manages multiple highly visible, multi-phased, and sometimes controversial or unique compliance projects with overlapping schedules through leadership, coordination, document preparation and review, public, Native Hawaiian entities and interagency involvement; impact mitigation progress tracking; and administrative record development. The incumbent coordinates compliance actions and writes compliance documents [Environmental Impact Statements (EIS), Environmental Assessments (EA), Programmatic Categorical Exclusions (PCE), etc.] related to park planning, operations, infrastructure maintenance or development, Rights of Ways, and Special Use Permits, specifically those requiring analysis or permitting under NEPA, the Wilderness Act, the NHPA, the Clean Water Act, the Endangered Species Act, etc. The incumbent serves as an integral part of the park senior management team, working closely with other branch chiefs in the establishment and execution of park policies and priorities. Coordinates cross division planning efforts, such as strategic plans and site plans. May serve as team captain on park development planning teams organizing the work of park, regional, and/or DSC personnel. Serves as key advisor to the Superintendent on critical and politically sensitive issues, external affairs and projects. Tracks external activities and plans that may have direct or indirect impact on the park. Analyzes actions/plans and programs of others and recommends alternative strategies to management to insure park protection. Represents the park in negotiations and conflict resolution. Functions as an expert advisor on key issues related to park management. Oversees functions and staff of the Superintendent office, including sensitive and controlled correspondence, FOIA's, and records keeping. Investigates and prepares responses to park controlled/Congressional correspondence and on other sensitive issues. Consults on a regular basis with network parks, Pacific West Regional Office, Denver Service Center and Washington Office staff and the Office of the Solicitor on issues which affect the park, and require the development of critical policies, positions and responses for other programs. Work is performed indoors and outdoors. Indoor work requires sitting or standing for long hours at a computer or in meetings. Hiking outdoors and to natural areas can involve discomfort such as extremely rainy weather, cold, heat, high humidities, exposure to smoke from wildland fires, lava flows and high concentrations of sulfur dioxide gas and other volcanic fumes. Special Conditions: Much of the park is in an area of active volcanism and seismic activity. Caustic fumes are present in varying concentrations and are known to be hazardous to persons with respiratory or heart conditions, infants and pregnant females. The long-term effects to healthy person are unknown. When responsibilities require working in an environment where such gases cannot be avoided the incumbent may be required to use a respirator in compliance with the park's Respirator Use Program. Requirements Conditions of Employment U.S. Citizenship required. Appointment subject to background investigation and favorable adjudication. Meet Selective Service Registration Act requirement for males Selectee will be required to participate in the Direct Deposit Electronics Funds Transfer Program. Any individual who is currently holding, or has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet time-in-grade requirements (must have served 52 weeks at the next lower grade or equivalent in the Federal service); with few exceptions as outlined in 5 CFR 300.603(b). Time-In-Grade requirements also apply to former Federal civilian employees applying for reinstatement who have had a break in service of less than one year, as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointments. Time-in-grade does not apply to new excepted service appointments and must be met by the closing date of this announcement. You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided. If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period. You may be required to travel overnight away from home up to 2 nights per month. You must obtain a government charge card for travel purposes. You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority. Qualifications All qualifications must be met by the closing date of this announcement-10/17/2024-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. To qualify for this position at the GS-13 grade level, you must possess all of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-12 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: (1) formulating policy recommendations and guidelines, and establishing procedures, methods and standards for all aspects of implementation of National Environmental Policy Act (NEPA) and associated Federal regulations, executive orders and policies; (2) providing technical assistance on environmental compliance activities, and integration of other federal laws (e.g., Clean Water Act, Clean Air Act, Endangered Species Act, National Historic Preservation Act, etc.) into the NEPA planning process; (3) serving as a project manager and monitoring contractor performance for conformance with contract requirements, legal requirements, and professional standards; (4) facilitating meetings with federal, state, county or local agencies, community groups and the general public to elicit feedback on proposed environmental programs, projects, or planning efforts. You must include hours per week worked. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Conditions of Employment, Continued: You may be required to operate a government (or private) motor vehicle as part of your official duties. Prior to your first official motor vehicle operation, and again every year thereafter (or more frequently if management determines such need exists), you will be required to sign an affidavit certifying to your possession of a valid State issued driver's license that is current and has not been revoked, suspended, canceled, or otherwise disqualified in any way to prohibit your operation of a motor vehicle. You will also submit a photocopy of your valid State issued driver's license prior to your first official motor vehicle operation, and again every year, or more frequently if management determines such need exists. Lastly, you may be required to submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that discloses all valid driver's licenses, whether current or past, possessed by you. Physical Demands: The office portion of the job is usually sedentary and will involve the usual amount of sitting, walking, standing, and bending associated with. office and work, informal meetings, and use of office equipment such as computers and copying machines. Documentary research and report writing work is sedentary, which entails the ability to concentrate and write for long periods. The field portion of the job will include driving, hiking, and carrying equipment. Thus, the employee will occasionally carry a heavy backpack (up to 50 lbs) and hike over rough, uneven, rocky terrain or slippery surfaces at elevations from 1,000 ft to over 10,000 ft and in temperatures from 20F to 115F. Work requires the operation of a motor vehicle on steep mountainous roads and rocky hardened lava flows. Incumbent must be able to perform occasional travel assignments. Working Conditions: Work is performed in an adequately lighted and climate-controlled office, meeting rooms, or similar settings as well as in the field. Office work will require the ability to sit for extended periods of time working at a computer. Field work includes exposure to extreme weather conditions (extreme humidity and wet, hot and freezing), high altitude, steep and uneven terrain, pesticides, poisonous plants, biting and stinging insects, and wild animals. Work occasionally includes travel to different sites over long distance and exposure to extreme weather conditions (i.e., rain, snow, fog). The employee may sometimes have to fly in a helicopter to get to a work site. Occasional travel out of the park is required. The National Park Service has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval. Documentation for the Land Management Workforce Flexibility Act (LMWFA) eligibility, You must submit ALL SF-50s and performance information for each period of temporary/term employment that qualifies for LMWFA. Performance documentation can be obtained by contacting the supervisors for the positions you served in during your 24 months. If they did not complete performance appraisals ask them to provide a statement of performance for each period of service. The statement must specify the dates for each employment period and your level of performance consistent with your SF_50s.
