The Iowa Finance Authority, located in Des Moines, IA, is on the search for aCompliance Officerto join our Section 8 team. As a Section 8 Compliance Officer, you will play a crucial role in maintaining the integrity of our housing programs. You’ll work closely with property owners, management agents, and government agencies to ensure compliance with rules, regulations, and contractual obligations. Your attention to detail, analytical skills, and commitment to affordable housing will contribute to our mission. This position travels frequently throughout the state of Iowa. Responsibilities: Compliance Monitoring Functions: o Conduct desk reviews and analyze data to identify trouble indicators. o Perform on-site comprehensive reviews of property management practices, rental calculations, and resident relations. o Rate project performance based on analysis. o Ensure maintenance and repair compliance based on REAC inspections. o Address resident inquiries and staffing issues. o Review legal documents for compliance. Technical Assistance and Reporting: o Assist Compliance Officers in achieving Section 8 contract compliance. o Maintain project timelines related to performance goals. o Provide status reports to the Program Director. o Author reports detailing deficiencies and corrective actions. o Monitor corrective actions for HUD/IRS compliance. Public Relations: o Serve as the primary point of contact for property owners, management agents, and government agencies. o Keep stakeholders informed of compliance issues and follow up until resolution. o Provide technical assistance to industry representatives and communities. The Section 8 Compliance Officer position is a non-merit, contract covered position that is classified by the State of Iowa as a Compliance Officer 1. Minimum Qualification Requirements Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification: 1) Graduation from an accredited four-year college or university with a degree in any field, and experience equal to three years of full-time work in investigative or closely related work which involved: preparing interpretative or administrative orders, rules, or regulations which have the effect of law; or interpreting and enforcing federal or state laws governing health care administration; or quality assurance review to determine, through internal audit or analysis, the level of compliance with program requirements; or drafting, negotiating, or examining contracts or related documents required for organizational operations. 2) Graduation from an accredited four-year college or university with a degree in any field, and experience equal to three years of full-time, professional-level work involving the interpretation and enforcement of federal and state laws or department policies and procedures or quality assurance review as determined through internal audit or analysis of the level of compliance to program requirements. 3) Graduation from accredited school of law. 4) A total of seven years of education and/or full-time experience (as described in number one and two), where thirty semester hours of accredited college or university coursework in any field equals one year of full-time experience.
