Job Description

Do you have experience with employment liability issues? The Utah Division of Human Resource Management (DHRM) is seeking a Human Resources Specialist to help deliver high-quality HR services at the Department Workforce Services (DWS) Field Office.

As a member of this team, you will consult with the DWS management on key HR liability issues, including corrective action, performance plans, and workplace investigations. This position may be available for the selected candidate to remote/telework with some required in-office work located at The Department of Workforce Services (Olene S.Walker Building) 140 E 300 South Salt Lake City, Utah.

All candidates selected to fill vacancies at the Division of Human Resource Management (DHRM) may be reassigned to other work locations within Salt Lake or Utah counties at any time based on business need.

Example of Duties

  • Consult with assigned agency management on employee discipline and performance improvement.
  • Conduct and manage investigations related to complaints, grievances, misconduct, harassment, etc.
  • Assist and coach supervisors and managers with employee-related issues including employee corrective and disciplinary actions, discrimination charges, employment hearings, grievances and other employee issues.
  • Coordinate and process the Family Medical Leave Act (FMLA), Americans with Disabilities Act (ADA), long-term disability (LTD), and workers' compensation claims.
  • Provide HR-related training to agency staff and management.
  • Work with agency management and assist the Attorney General and State Risk Management with grievances, lawsuits, and/or charges filed with the Utah Anti-Discrimination and Labor Division (UALD) and/or the EEOC.
  • Create documentation for customer agency management on demotions and dismissals.
  • Create documentation and maintain confidential records for management regarding adverse actions; maintain case logs to provide periodic reports to HR Director regarding adverse actions.
  • Conduct investigations into complaints of Title VII violations.
  • Provide training to investigators on performing internal investigations and conduct training for supervisors/managers on HR rules, policies, and procedures.
  • Ensure compliance with applicable federal and/or state laws, regulations, and/or agency rules, standards, and guidelines, etc.

Typical Qualifications

The Ideal Candidate:

  • Has professional human resource experience or an equivalent combination of education and/or professional human resource experience.
  • Has knowledge of and professional work experience with applicable state and federal employment laws.
  • Has excellent customer service/interpersonal skills.
  • Has the ability to write and edit professional communication.
  • Has the ability to manage a high volume of work coming from multiple sources.
  • Is organized and detail-oriented.
  • Has the ability to analyze quantitative and qualitative data.
  • Has an influential impact on others.

  • Has a strong work ethic; is flexible and adaptable; has the willingness and desire to learn.

Supplemental Information

Employment is contingent on passing a background check. Risks found in the typical office setting, which is adequately lighted, heated and ventilated, e.g., safe use of office equipment, avoiding trips and falls, observing fire regulations, etc.

Typically, the employee may sit comfortably to perform the work; however, there may be some walking; standing; bending; carrying light items; driving an automobile, etc. Special physical demands are not required to perform the work. Estimated Salary: $20 to $28 per hour based on qualifications.
